Prospects for the Fibre, Textile and Apparel Markets in India

With its large population, now estimated at 1.03 bn, the potential offered by India’s vast textile and clothing market has long tempted foreign manufacturers. However, exporters to India have been faced with a formidable barricade of import duties, licensing procedures and import bans—as well as fierce competition from home producers who benefit from low wage costs, cheap raw materials and government subsidies. Furthermore, government imposed excise duties—levied at various stages of manufacture in India—have kept prices high. And, to protect the domestic industry, import prices are kept correspondingly high by levying countervailing duties.
However, excise duties on man-made fibres have been reduced. As a result, man-made fibre textiles are no longer the preserve of the rich. India’s output of 100% non-cotton fabrics increased by almost 12% per annum in the nine years to 1999/2000 but cotton cloth rose by only 2.3% per annum. Import restrictions are also being eased and basic tariffs reduced. And, as the market opens up, India’s growing middle classes offer promising prospects for foreign suppliers. But the opening up of India’s markets still has a long way to go. The system of duties which remains in place is complex and formidable. Garment imports have been rising, but they are still small relative to the size of the market. Fabric imports have actually fallen in recent years.
